Then there are “power savers” for about $400-600 which “store electricity” during the high-point of the AC, and releases it during the zero transition. In other words, it shifts the phase by 90degrees, thus “cheating” the meter.
Finally, there are so-called “white meters” which work in areas where the electricity provider charges less money during certain times of the day (usually during the night). This enables you to run heavy users like washing machine, dishwasher, storage heater during those cheaper periods.

I don’t actually know about either one, but as an engineer I’d suspect that either one needs some kind of output regulator. Especially a crank one, or you’d overload the battery you’re charging. So I guess it’s a matter of cost, whether you want to do the work, yourself, for a couple hours, or let it do the work for you. And solar doesn’t work so well when there isn’t a Sol to provide solar energy into the solar cells.

Are you sure you wouldn’t rather just use a NiMH battery charger that plugs into your cigarette lighter, and put the AA battery into your LED light?

It’s certainly possible to put a dropping resistor between the 12V battery and your 1.5V light to make it work, but it would be a bit of work if you don’t already know what you’re doing. If you have an electrical engineer friend, they can get a DVM to measure the current drawn by your light, then help you go shopping for the right value resistor at (say) Radio Shack.
